Deactivate delete document icon

Is there a way to "deactivate" the "trash can" icon for deleting documents in SolMan 7.1?  We have users inadvertantly using that icon, rather than the "remove document" icon, to delete documents.  If the icon can not be deactivated, is there a way to set security so that users can create and change documents, but not delete

control the activity ( create, change ..etc) of documents using the auth object S_IWB. corresponding field ACTIVITY
