Hi,
I am starting with SAP QIM (Quality Issue Management).
I have done the baseline configuration but I am not getting the required screens to create an issue.
Can someone help me on this?

How are you trying to create the issue?
Did you try to do this via transaction code NWBC, login in with the required role (SAP_QIM_COORIDNATOR should work) and go from there?
There are different options you can create an issue by -
WDY_APPLICATION - Quality Issue (Guided)
WDY_APPLICATION - Quality Issue (Advanced)
WDY_APPLICATION - Quality Issue (Quick)

The QIM processes you define are executed through a web based GUI, similar to a SRM setup... Its a highly configurable User Interface, in which a frontend NWBC preferred, but a SAP Portal setup is possible (which is how we have it setup).
You can log into the backend QIM system and execute a transaction which will launch the web base interface and perform a single task (example are the 3 transactions I provided above), but the advantage with QIM is being able to utlize all the functionality within a web based cockpit ( home page setup, issue, activity, and even QM notification worklists, the types of method to create a QIM issue, workflow, etc)

I have never worked on QIM, I just googled it and found 2 documents from SAP. Check Page number 14 in both documents,
Issue can be created from page where you generate a worklist; click on "Create".

Cant be sure, it is just a guessing game for me as I have never used QIM.
but that screen seems to me of CRM WebClient, We use Solution manager in CRM WebClient using Transaction code CRM_UI.
