Exceeding Max Consumption/ PDv (MR Independent Validations)

I have a situation in where some meter reads are marked
plausible, even when they exceed the max expected consumption.

Independent validations 3,5,6 have been allocated.

PDv=250

NDv=90

Expected= 290

Min.Cons= 0

Max.Cons=18

Current Cons.= 20

Previous periods= 15,15,17,16,13,14,10,11,8,9,1,1

Do I need to include 96 into the validation allocation?

I understand, and can account for what is expected, but
exceeding the absolute max consumtion has me stumped.

Any help in the right direction is appreciated.

I would also like to add that the consumption of the last six months (and this period) are in a different consumption class 250% PDv, 90% NDv.
