It all Depends on how you Configure your Inquiry document in VOV8

if you make an entry in Order relevant billing and maintain copy controls system will Allow

Hi Amith,

This is possible with some tweaking to standard Process

Before that could you provide your business requirement, why you want Billing to be created with reference to IN ?

However you can try

1. Create new document type by copying IN

2. Create New Item category by copying AGN and maintain Billing relevance as Order related Billing (C)

and  in copy control VTFA maintain from IN to F8/F2
