To clarify, for this SH which is in the delivery, you want an IDoc to get generated, but the IDoc should go to a different partner no. Is that the requirement?
If yes, then you have to maintain in partner profile (WE20) the partner no. to whom you want the IDoc to be sent. The receiver port (assigned to the message type, in WE20) has to be set as the particular RFC, so that when an IDoc is generated, with the help of this RFC information, the IDoc shall go to that partner no.
Added: No change in the condition records (VV22), record will generate the IDoc (for some criteria)
In Partner profile and IDoc configuration, after IDoc is generated; where this should be sent. Read about these configurations.
Important question: Is IDoc created, when delivery is created? can you see the IDoc in WE05 / 2? Paste it please.

Change of partner can only be done in VL02N outbound delivery (Header Level). But partner number cant be changed in output screen.

Seems that you are working on output. check the masterdata of the delivery output. check VV22 or VV23 what are maintained.

You check the condition record first which is maintained, if the current business partner is maintained.
From your statement seems that you want to send a message to a different partner. I am not sure how you are sending the msg is a print one or an IDOC.
If it is an IDOC check if the partner is maintained in the partner profile.
It will be good if you post the error with the message no in the forum while you change the partner.
