Hi Ritesh,
In SAP we dont have a simlar kind of setting between delivery and TO like a copy control like we have for SD.
While a transfer order is created it is created by a sorting profile.
You define on what basis a TO is to be created.
Please have a look in the IMG and check
Logistics Execution>Warehouse Management>Activities> Transfers>Processing Performance Data / TO Split>Define Profiles.
Here you may check how you want to create a TO in Sort profile for TO splitting.
