Hi Sandeep,
Tcode SMICM is used for J2EE administration. To see the details about all transaction code check this wiki link:

<i>where do u use smicm tcode</i>
This TCODE can be used to know the HTTP port of Your XI system.
SMICM....>Goto -
>Administrations---->services....You can find the HTTP port.
<i>what is the use of it</i>
You have to fill the parameters like server name and port While sending the data from the HTTP test tool (using .html)....Give the above port there.

Sandeep,
HTTP test tool is a GUI that is used to send the msg to XI server for testing the scenario. In real time, there will be a webpage that will use HTTP POST to send the msg to XI.

Copy the code Stefan has given here and put it in a HTML file. Fill in the parameters and you can see this for your self.

<i>what is HTTP test tool ?</i>
It is used to test your interface.this is a html file. You just copy the code and save it as .html file. You have to provide the details under header section like host name
port name,service name.......etc...
Once you entered all header parameters copy your XML file ie input file into payload section. Now use send button to trigger your process.....
