Dear SCM LE experts,
We are in the middle of setting up Decentralized Warehouse Management.
All master data and outbound delivery already replicated into our DWM server from ERP central system.
But, only inbound delivery still unable to replicate to DWM server..., with an error message:

Delivery items can be excluded from distribution. The delivery contains no distribution-relevant delivery items.
The delivery is not distributed to the decentralized WMS.

FYI:
('A': delivery is relevant for distribution in the decentralized system. When the delivery is saved, an IDoc is created. The system then uses this IDoc to distribute the delivery in the decentralized system.)
are there any specific missing configuration in each system?

The problem is solved.
Solution: change the confirmation control key in PO to the correct one for shipping notification.

The delivery document 180000008 is relevant for processing in the decentralized Warehouse Management system. After it is saved, the delivery is then sent as an IDoc to this system.
The delivery can no longer be processed in the central system.

Have you checked is there any idoc failed in Decentralised WM systm.Some times if any idoc failed some masterdata reasons like (Partner profile not maintained or Material not extended then Idoc fail in receiving system.So can you please check any idoc failed in that inbound delivery creation date and time.

the header state "A" is ok but may not be sufficient.
Please check:
- is the delivery unique over LGNUM ? (split for LGNUM enabled?)
(SM30 V_TVLK_SPL-LNSPL=X, V_T340DJ-LISPL=X)
The VL463 said that no relevant items exists:
- did you use WERKS+LGORT in VEPO pointing to dec.WMS LGNUM
- check & try to set V_TVLP-KOMRL=X for your used delivery item types

for VEPO, is it a table? sorry for asking about this...
for V_TVLP-KOMRL=X, previously we have set, but based on SAPHELP then we un-set again.

"The warehouse number assigned to this inbound delivery is the decentralized warehouse in Dallas. As this is a decentralized warehouse, the Putaway status in the central system is Not for putaway."
