We are having the same issue and have tried everything in this thread. Did you figure out how to take the Q hold off the bundles?

Hi,

Please try executing transaction QA08 with "activate despite insp. stock" option. You must have set default values for inspection type 0800 in customizing and have this type assigned to plant quality management defaults.

An inpection lot will be created and you will be able to carry the stock via usage decision.
