scenario:
LUMF Material = ABBom
Component A = 1 pc. (stock item / relevant to sales)
Component B = 2 pcs. (stock item / free item)
We want to use LUMF for BOM-level because pricing and inventory control should happen on component level.
Testing this BOM it works properly when stock is available. Issue occurs when free item component is just partly available.
Example:
Sales order is for10 pcs ABBom. Delivering this order completely we need 10 pcs of component A and 20 pcs of component B. But we just have 12 pcs. of component B on stock. Thus we can deliver 6 pcs ABBom. Creating outbound for this 6 pcs ABBom works fine as well.
The sales order has still an open quantity of 4 pcs ABBom that should be delivered as soon as stock available. Now the issue occurs: SAP is
creating a lot of 'blank' deliveries for this sales order. Means, outbound consists of three line items, ABBom and its components but quantity per item is
ZERO.
It had been told that reason for creation of this ZERO-deliveries is using 2 pcs of component B (=stock item/free item) because component B is a
free item. And free items can only be used in ration 1:1 due to http://wiki.scn.sap.com/wiki/display/ERPLO/Free+Goods+Determination?original_fqdn=wiki.sdn.sap.com
This leads to my question: does SAP generally allow to add a free item component with a quantity greater than the 'relevant to sales'-item to a LUMF BOM ?

1:1 free goods is there in standard free goods functionality which we maintain in VBN1. Since you are using Sales BOM so there is no relation in that wiki link and your problem.
Now for your query it looks like there is something wrong with availbility check or may be copy control from order to delivery. System shouldn't copy that item for which you don't have material and system has not confirmed the stock.
Please confirm that are you using availbility check and if yes share screenshot of your settings from OVZ9 Tcode.
