Hi Aromal,
You can check in outbound XML if parent item id is missing as below:
- <HierarchyRelationship>
<ParentItemID />
<TypeCode>007</TypeCode>
</HierarchyRelationship>
If so, I am afraid that you have to apply one pilot note:
1608510 PR not transfered to SRM system when created from PS
This note is pilot one, so you have to raise incident to contact note owner to add your customer number to the list.
