Hi,
I had the same issue.
To go through this issue, you can launch the tcode CNV_MBT_TDMS (on your central system).
Chose the package corresponding to your project.
Re execute your step, a new pop up will display.
Click on Cancel.
Refresh your process tree and now this step will be passed.

I can also confirm this with TDMS 4.0 SP05, in my case I have just been going into the client manually and pick the groups in SU10 to lock; TDMS also does not unlock them for me either but I believe this is due to it not knowing who was locked to begin with.
An another way to get past the lock users step is to go to troubleshooting and manually set the flag (I typically set it to yellow and put in a note that I manually locked the users, just in case a team member has to back track changes and I'm out of the office).
