I run the full cache refresh. I followed these steps also
--> check whether the user locked in SU01 or password changed recently.
--> check the path prefix /dir/CacheRefresh
--> Make sure that you have used the service user instead of your ID.
--> make sure PIDIRUSER or PIAFUSER or any user with the roles similar to these Id's.

You might want to consider restarting the PI system once

Once you done with this settings refresh the cache once or restart the server once.

Please cross check the below parametrs
User : PIISUSER
path prefix : /dir/hmi_cache_refresh_service/ext

Then you can just do a cache refresh using the URL "http://host:port/CPACache/refresh?mode=full"
This error should go away..
