Change PO confirmation

Dear all,

We have scenario, where in any change in PO confirmation date and quantity goes through manual approval process.

The PO when changes are made in confirmation goes for manual approval but at the same time is also sends a confirmation message ROC out even before the confirmation is approved in sap snc.

Is it standard or the ROC message should only flow back after approval?
