I am looking for a BAPI/IDOC/Standard program which I can mass upload to create Resource Network.Please help.

Can you please take a look at the /SAPAPO/RESNET Function Group in /SE80? There are some Function Modules you can use.

Function Module /SAPAPO/CIF_RESNET_INBOUND is Remote-Enabled so you can call externally if you want.
