error in tcode solman_workcenter - "you are not authorized to change rule database"

Hi, A user facing issue when he launches solman_workcenter.I have checked SU53 screenshot but it shows no error in that. Screenshot attached below for steps. Kindly advice what changes needs to be done to allow user to make these changes.

You can review the sap note Note 1683647 - Technical Prerequisites for SDA in SolMan 7.1 , it also includes all the list of user roles along with the other pre requisites.
