It looks like the document is set to have moderated comments only.
While creating document, radiobutton is present at bottom to set this option.
Collaboration Options > Comment Policy > Moderated (Non-Authors comments will require approval)
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
I have already reported this, no idea when it's going to be fixed.

Essentially, blog post and document authors have the option to personally moderate (or simply not allow) comments on their content. This is a platform feature and not a bug.

Sorry for the delayed reply.
Current generic message is applicable for all users that are being moderated. Although in this particular case the message may appear to be misleading to some members, it is important to address this.
Unfortunately currently I don't have an estimated timeline when will this be changed. We'll keep you and other SCN members updated. Thank you for your care!

PS: Let me also just mention that the current message is *not* generic but rather concrete actually ("you are new to posting on SCN") which IMO adds even more to the confusion as the actual reason is quite different (comment policy 'Moderated' is set by author).
