Error when sending message: 403 Forbidden

Iam trying to send the message from the Test message tab in RWB and iam getting the Error "Error when sending message: 403 Forbidden ".

Can someone tell on this error

Hi,

Description of Error Code:

403 - Forbidden - You can't access the page.

You may not have access (it may require a password),

or it may be blocked from your domain.

Check for the authencity of the user as Michael has suggested in earlier reply. Give the required rights to the user.
