We see that users get locked out for varying reasons (using PPM Objects on the portal), and it takes long before system unlocks them. We know of sm12 and sm04 to unlock them, but that's not a practical scenario in our case.
What settings can allow this lock-out time to be shortened so that the system unlocks them in say a min or so...

do you mean user is locked or some PPM object is locked by user, because with SM12 you can unlock the object locked by user.?
Unlock a user is rather the SU01, so that the user can access the system again.
If you would like to unlock cProject, there is special development to enable unlock in portal directly.

HI Zhenbo, the issue is not user lock. It's about the PPM object lock.
When a user navigates incorrectly (may be), or when the network goes down (say), and the project was being edited. After the network is up, when the user tries opening the project, it shows "being processed by this user". And the user needs to wait for long to have it unlocked because the end users do no have sm04 or sm12 access.

We have also faced these issues whenever there is an network issue.The only option available for end users is to tickmark 'Teminate other logons' in logon screen for closing their locked sessions.
