Why would a SAP shipment create for a KE Consignment Issue order?

We can create shipment in both cases KB and KE.

I understand KE issue orders, I have been using them for years, and our design in SAP creates a KE order, then a delivery docuemnt, that is PGI'd, and once that is complete the invoice process takes over and bills out for the consumed consigned inventory.
Our recnt problem is a newly added plant that has consigned inventory deployed using KB, has allowed a shipment to create off the KE order or its delivery document--which is not supposed to take place.

What do you mean by "allowed a shipment to create KE order..."?
Further is a KE order created (or only delivery)?

I am afraid i didnt so what is the problem in this case.
You did a consignment Fllup using KB.
Then an issue using KE which willimmediately create a delivery. then a shipment and then invoice.
I think this is standard behaviour and nothing unusal in that.
Can you please elaborate the problem a little.
