SAP 4.7.1 installation error:unable getvalue environment sapdata_home

I met the error in step of Building Oracle Database as below

when I installed SAP 4.7.1 for oracle in win2003.

TRACE[E]

Unable to get value for environment variable SAPDATA_HOME.

TRACE[E]

Unable to get value for environment variable SAPEXE.

TRACE[E]

Unable to get value for environment variable SAPSYSTEMNAME.

TRACE[E]

Unable to get value for environment variable HOME.

right-click My Computer icon, select Properties,

b). click Start > Control Panel > System icon

Click the Advanced tab, New for a new variable or Edit for an existing variable listed.

add all needed values.

Plz verify user environment ,Member of which group ,what permissions user has required variables Etc.

-> what is the <sid>adm's environment? -> set | more

-> any hints regarding your installation steps....

could you please follow the installation guide? follow https://websmp102.sap-ag.de/instguides --> SAP Components --> SAP R/3 Enterprise and select your appropriate version.
