Achieve Odata with offline capabilities?

We are figuring out the capabilities to develop a mobile application to work in Online / Offline scenario.

We have previously read somewhere to achieve offline capabilities with Odata . We are very interested to know to to achieve this?

Thanks this is something thats really helpful. This offline/online scenario is targeted for windows RT 8.1 tablets , are there any native libraries available for Windows 8.1 platform?
