If sales planning team is only responsible for delivery to customers serviced outbound from the DC then probably no. The MRP parameters at DC will be relevant for inbound procurement to DC from either RDCs (Regional DC / Hubs) or Manufacturing Plants. In such cases there will be another set of Replenishment Planners who will be responsible for the Stock replenishment KPIs at DCs and they will be responsible for the MRP parameters.

This is according to company policy.  You should consult your local management.

I have seen different organizational structures in different companies; in which different groups have been charged with this responsibility.  There is no definitive single answer to your question.
