Is it possible to disable google play store on Android device that don't have AES2. (exampel HTC ONE and other HTC phones)

No its not possible to block the Play store for Generic Android device ( HTC , NEXUS, SONY).
Blocking of playstore is feature for only AES2 device and i believe for LG
