Mails can be sent from the Alert inbox automatically.
There are a few steps that would be needed to be done to send Mail from the Alert Inbox to the Corresponding users automatically.
1. Configure SCOT. - Normally a BASIS activity.
2 . Assign mail id to the recipeient of the alert. in Su01
3. Go to Alert Inbox of the recipeient of the alert --->Personalization --> Time Independent Delivery --> Email.
If this is done, any alert can be forwaded automatically to the mail id.

HI,
ALerts are maintained by SAP Alert Management not in XI , wherever you create , imean creating the Alert ,alert rule in RWB.But actually it will be updated in SAP Alert management only.
In Xi there is a provision to create and see the alerts ..
In RWB we have
Alert Configuration -for alert configurtion/define and maitain , Alert Inbox to see the alerts for that user only.
to configure see the below links and also to receive mails or sms ,youwould have to configure SCOT and etc as explained above by bhavesh.
