GRC 10 HR Trigger Error - No User Assigned To Employee

We are having an issue updating UMR records with the email address once that value is added to the HR record.  Currently our HR triggers are sending HR data from our HCM/ECC system to GRC.  GRC then processes the data and sees it correctly (as an update) but does not create a request because it is not associating the UMR to the HR data being sent.

Facts about our setup.  We use the PERNR as the UMR/User ID and it is populated in the 0105 subtype 0001 record.  Any ideas?  I've included a screen shot of our SLG1 log.  In short we want to update an SU01 record with the correct email address if and when it is updated in HR.

Attached is a copy of our SLG1 report - it might give an idea.
