There is a functionality known as Shipment cost profile. You will need to assign that profile to sales document type. Then at sales order processing you can get the freight cost estimate. For packing cost, I would suggest to create a condition type that captures the packing cost and use this condition type as part of the shipment cost pricing procedure.
