Web Service not working since upgrade

We recently upgraded our 12.1 instance to 12.1.10(Build 71) and the web service action block does not seem to work anymore.  We have been using a third party URL to generate WSDL and when you go to configure web service block and enter URL then hit next button it gives 'SOAP service could not be loaded: XmlProxy Error: Status (500): Internal Server Error' error.  There have been no issues with this until the recent upgrade.  I have tried the following based on previous posts with no results.

- Try URL in XML Loader or HTTP Post action blocks(content not allowed in prolog error)

- Move java version from 1.7 to 1.6

If you haven't already done so, it would be a good idea to log a customer support ticket.  If the latest patch you applied has broken a working feature, then support needs to investigate.  Was there any mention of changes/corrections to this area in the associated release notes or patch information?
