I noticed you said that on the same machine 7.10 works. I assume originally you had 7.10 and then removed it and installed 7.30. Are you removing 7.30 and re-installing 7.10? If so, please try this.
I have run into issues similar and it was because there were files and items still remaining from a previous install. The uninstalling was leaving many entries behind in the registry and on the machine. (sometimes up to 100+ in the registry) To work around this, I would install a free utility called CCleaner. (https://www.piriform.com/ccleaner)
Once you have removed the SAP GUI from Add/Remove programs, navigate to C:\Program Files or (Program Files x86) and delete the SAP folder. Then I would run this utility and have it "Scan for issues". It will show you all the items which are invalid and/or no longer used. You can select all or just pick out any that are SAP related. It will ask if you want a backup 1st. Then once the items are cleaned up, reinstall the 7.30 version. I have had about a 99% sucess rate using this method over many "odd" GUI errors which could not be determined by other means.

I can see entries in SAP Logon pad when I open sap logon pad offline.

Do you also configure the server configuration files in your SAP GUI?
If yes, you can remove it and have a test again.
More inforamtion about server configuration files, see below notes:
1426178 - SAP Logon (Pad): create/distribute server configuration file
1550305 - Logon Control: Server configuration file via HTTP
For Local configuration files, there should be saplogon.ini and saplogontree.xml under the common folder, you can check them.
If above still can't help, try upgrade to the latest GUI 7.30 patch 7.

Kindly follow step
In the SAPGUI option select the security - "Security settings" by default the status is "customized" you can disabled the setting as mention below screen shot reference and then try once again with command prompt " start Sapgui (IP address of the SAP host) (Instance number)

I have downloaded the latest one.
But still no use. Have checked the location of saplogon.exe
It is at correct location C:\Program Files (x86)\SAP\FrontEnd\SAPgui
Have allowed to execute saplogon.exe in windows firewall.
Just weird that it works offline but stops working when using online.
I have Win7 64 bit. I hope this might help me to get it solved.

2. From the client you can able to ping the SAP host? ( command prompt type the command "Ping (SAP host name))

I'm facing new problem now.
SAP Logon pad is working fine when I'm not connected to internet but failing to open whenever I have internet connection active.

Is there any saplogon process still running your task manager?
Please check your saplogon.ini file as note 99435.
Where you stored your GUI configuration files? Please check note 1409494.

Yes. Nothing happens when I try to execute this file.
Is there any saplogon process still running your task manager?
No. I have installed fresh copy and nothing is running in task manager.
I have saplogon.ini and SapLogontree.xml in same folder and saplogon.ini is pointing to correct environment variable.
Please elaborate what are you trying to say by GUI configuration files.
