Error Copying Sales Order to Proforma Invoice

Hello Experts,

I am experiencing an Error trying to create a Proforma Invoice from a sales order. I have tried the answers in the SCN Forum and not been able to resolve it. When I create Invoice (F2) from a Sales Order it will be successful but when I want to create Proforma Invoice (F5) from sales order it gives me this error message "Document DD00xxxxxx does not contain any items with open quantities - Message no. VF171"  I have check the Billing Type Setting, Copying Control but maybe there is something I don't know.

Please proffer solution in details.
