What do you mean Production & Pre Production clients ? Are they clients created on same SAP system or are 2 different SAP system installed on same hardware ?

Pre production and Production cleint created one one SAP system system ( Only one SAP system 2 clients ) .
Strategy of importing TRS pre productiona & production clients
In this case, you need to import Workbench transport request(containing e.g. : program/table/codes etc) only once as they will be client independent. However, customizing TRs(containing e.g. : IMG customizing etc) needs to be imported in both client separately first in Pre-Prod followed by in Prod client.
So, when everything moves in Pre-Prod, in Production client you only need to import Customizing TRs
work closely with Developers while doing import taking care of Import sequence.

I will not suggest last minute change for memory parameters, hope they have been configured based on SAP recommended values and your hardware.
You can also order "SAP GoingLive Check" for your system to get SAP support.
