Hi ,
The client is having a in-house quality assurance department which is performing the day to day quality inspection activities. Once in every month they are sending the samples outside for quality inspection either to cross check the results and some to measure some critical parameters which they don't have the facilities and cannot measure in-house. How to map this inspection that were sent outside ?

Hard to say. Look at using a good issue inspection lot, maybe 02's? Depends on how you decide to send the samples.
Maybe just create manual inspection lots for the results, (89 inspection types).

Hi, Which movement types have been configured for sending such materials outside and later receiving inside? Perhaps then only it would be easy to predict whether we can activate inspection to either of these movements or not.

Just adding another option to the provided suggestions,
Inspection type 17 could be useful for serving your purpose of monitoring the Quality for external processes.

You can define this external inspection as a external operation & use inspection type 0130.
Get the reports/result from outside & do RR for Inspection lot which is created against the external operation.This will have partial influence of MM cycle such as PR & PO etc.
