HI Pradeep,
This is because of the Software Component is locked by user "NWDI_CTSADM".
You can ask "NWDI_CTSADM" to unlock or else if you have proper authorization you can unlock from Change List by Activating or Reject Changes.
(or)
Go to PI Java Stack Home Page -> Administration -> Lock and Cache Administration -> Lock Overview and select required Objects and -> Remove Selected Locks.
This will unlock your Software Component and allows you to import.

Sid.

Hi Pradeep
Go to the changelist of user NWDI_CTSADM and see if there are some objects in it or not.
If some common objects is lying under that change list , then it will not allow you import.
First activate or reject the existing objects from the changelist, then start imporing again.
