Hi Chen,
First of all, as an Project administration activity, you need to do version management i.e. how many number of global / local versions are allowed to create in an project.
This can be achieved by navigating to Portfolio and Project Administration-->Services-->Project Version administration.
Create versions here & release the same with validity dates.
Once you do this, you will be able to create project versions for operative projects.
If you have not done customisation settings related to versioning, then you need to do following changes to get 'Input templates'.
SPRO-->SAP Portfolio & Project management-->Project Management-->Structure-->Define Permitted Version Numbers
Define following input templates.
