To implement Fiori apps you need a Basis consultant basically.  He/she imports the installation files and patches and the notes required and you are up and running.  There is currently no Demo/Trial available for testing.  If you want to make some changes to the apps then you will need a developer with SAPUI5 knowledge and Netweaver Gateway knowledge plus possibly some ABAP knowledge.
