I've contacted the author and he says comments are enabled for his blog:
Extended Options: "Open (comments are allowed"

I know why: this is because you are a new member and your account has a few limitations covered here:
Until you complete a few beginner missions (you're almost there!), most of your contributions will be moderated or blocked. In this specific case, you cannot comment on personal blog posts but can on posts related to SCN topic and product spaces. (SCN topic and product space blog URL begin with scn.sap.com/community/...)
This might be a bug and I'll consult with IT on this.
I suspect your web page might got hung when you try to leave a comment. Because, I am able to comment on it. I am also experiencing pages getting hung and force us to refresh the page. Lot of disruptions happen these days....
