The user's SAP GUI is corrupted and thats why all the DLL's are not getting loaded properly. Kindly update the GUI patch on the system and then try,.

Usually its due to the incompatibility with the old versions of SAP GUI. If I am not wrong it appears for particular users not all.
Ask the users to upgrade the SAP GUI & Try again.

If you look at the trace, you will see CNDP-006 there,
When this occurs, we need an automation trace to find out the cause.
Please raise a message,and upload the automation trace to it so we can check.
