Upgrade to NW 7.31 redirect app errors

I am upgrading my AS-JAVA system from NW 7.02 to 7.31.  Under 7.02 I had installed the redirect app from note 1252589 and it has been working fine for the past year.  After the upgrade I found that it was missing and had to deploy the redirect.ear again using the deploy.csh script per this post http://scn.sap.com/message/13813907 . 

After successful deployment I was able to set the login module stack using NWA > Config > Security > Authentication and SSO.  But when I attempted to call the redirect app I received a “403 Forbidden Error: You are not authorized to view the requested resource”  The security_audit.log shows  “The user does not have rights to access relative URL '' with HTTP method ‘GET’ .   I turned up tracing and found this error in the defraultTrace.trc

User 'USER.PRIVATE_DATASOURCE.un:Administrator' does not have permission '(javax.security.jacc.Web

ResourcePermission  GET)' to access application 'sap.com/Redirect*RedirectApp'. Access denied#

I had to add the DefaultSecurityRole  to  the Everyone role per this post http://scn.sap.com/docs/DOC-47342
