I found the fix.
This parameter was set by an windows varable.

Have you check the default profile .
Second thing have you gone in se06 and selected the option DB copy or migration and perform post action. Then try to reconfigure stms.
I think its still picking old db details from file tpparam_instSID and TP_DOMAIN_SID.PFL from the /usr/sap/trans/bin directory.

In the TMS Domain controller Logon to client 000 go to STMS delete the Old system enter in the systems once again you may require to reconfigure the New migrated system in the Same client as
follow the steps as mention below link from point number 5 onwards
