This is a Windows policy issue not an SAP issue, verify the following:
Start > Control Panel > Admin tools > Local Security Policy > Local Policies > User Rights Assignment > Log on as a service Properties
My guess is that the ID kicking off the service is not in this list, and Windows is reporting the error as a logon problem; if you have rights to add the ID to the list that is ideal in the short term you can change the the user running the service as System to get it to startup.
