In case the Transfer order is automatically created by configuration the sap suggests the source Bin for the storage location to storage location transfer(311). My concern is in some cases I need to use automatic TO and in some cases manual TO as user will be specifying the source bin.

Is there a FM or BAPI that can suggest user from which BINS to pick for a material and storage type before the TO is created. and depending on what user selects the TO would be created manually.

Using special movements code in material master data you can manage for specific material automatic TO, for others material manual TO.

Please try LQ02 transaction where in you can choose bins and perform posting with relevant to WM movement type which trigger IM movement relevant to 311.

Check for ZXLTOUxx  includes, they are used to alter the execution of TO creation.

But definitely the best way is to debug the t-code and find the appropriate place for
your code this way.
