TM Transit Scenario

Dear Expert,

I have a question regarding the TM Transit scenario.

For export declaration, we have shipper scenario (Create Export declaration on freight order or freight booking) and LSP scenario (Create Export declaration on forwarding order).

Does transit scenario should be opened and closed on freight document ? No matter it is shipper or LSP ? And why?

And who can explain the below sentance for me? Why in that case, we need to open transit in freight unit?

"if you need to add a package to a truck at the last minute. In this case, you open the transit procedure in the freight unit before you assign the freight unit to the relevant freight document."
