can any one tell me that we can assign both qualitative and quantitative to one Master Inspection Characteristics

Yes. This can be achieved by creating versions.
1. First create a MIC (Quant) through QS21.
2. Then you can create a version for this MIC (Qual) through QS22.

You cannot do this however if you intend to link the MIC to a general characteristic and expect the values to transfer to a batch record.
If you link the first version to the MC, you won't be able to change the control indicators on the second version.
If you create the two versions first, it will reset the control indicators when you link them or give you an error. I haven't tried that myself but I'm 99.9% you won't be able to link up both versions.
In most cases, I would advise people that it is not standard to do this and to avoid it.

I also would not recommend doing this. You would use the concept of versions for kind of "MIC variants", which most likely will cause a lot more issues than it would help.
At least every SAP specialist/consultant would expect something different when looking in your system.
More I would challenge the thread author for the need to have this, but it seems as so far he/she does not care for the answers provided here.

In that case, it is suggested to make two MICs. One as MIC_Wt (Qnt) and another as MIC_APP (Qlt). Or simply you can make MICs 'Weight' and 'Appear' to map the records you need for the material. Assign these MICs to your inspection plan. So when you go for result recording of this material, you would be able to record both the values.
This way you would be able to maintain the appropriate records also.
Also, from your statement

Seems like you basically wanted to know if you can assign both Qualitative & Quantitative MICs to your inspection plan for a material. For that, answer is again YES. It is possible to assign both type of MICs to an inspection plan.
