we want to operate SolMan-ChaRM without minor/major releases; just want to have some kind of changes (with transports), without the necessity of releases. Any idea?
You can use Urgent Change which are change orders not linked to any release cycle . The transport promotion will be through ChaRM , and your changes need not be bundled to any release .

As you rightly said, Urgent Changes remain in the buffer. They will be imported a 2nd time (all Urgent Changes along with the Normal Changes in that project buffer) when the "project import" is triggered from the tasklist . This is the default behavior of ChaRM.
