Hi Saurabh,
The gateway URL (whitelisted in SCC) that you are trying to access via SUP ,should also work directly via browser or on a REST client. You can then be sure whether it's a network issue or not.
Also can you please mention the SUP version you are using?

First make sure the service is accessible from any of the browser. If you are trying to connect from public network make sure you are using the public IP and the port is opened in to public. Debug the device code and check the endpoint uri you are getting is correct and it is working in the browser. Try using the IP instead of while configuring app template in SCC.

Hi,
The error no. 10060 shows that the host of the RFC server(remote gateway) is not reachable from the RFC client. Normally this should be a network problem. If possible, try with IP address. If connection with IP address fails, you will need to check the network setting and emulator setting.
