Hi Senthil,
The user which you are using for Alert rule definition "Add Rule, change Rule " might not have proper authorizations.
Please check with your SAP Security/Basis team and ask them to assign proper roles to your user.

Generally the way it works,is that you go to RWB->Alert configuration.
scroll in the bottom of the page and select the alert category (which was defined in ALRTCATDEF before) by clicking on the little blue square on the left.
This will make the Alert rule button enabled,define the alert rule there and save the
