Is there anyway I can get a list of SNotes applied manually in a TDMS control/central systems after a Specific date and time. I tried going through SNotes but could not find date as a field over there. Please help me.

Try the bottom-up way via SE16 for table SMODILOG and OPERATION = "NOTE", there is some date and time fields for filtering, and the note number (plus version number) is in MOD_NAME.

Not sure if there is a more convenient way.

If you have a Solution Manager system and you have managed the TDMS control/central (C/C) system, you can look under the Root Cause Analysis tab > System Analysis > <SID> > Change Reporting button > ABAP Software > ABAP Notes

Now you can open specific snotes and review the date that was recorded as first seeing the snote appear in the system.  Note this is when SolMan pulls info from the system, it does not pull the timestamp when the note was applied on the system.
