No, it is quite not advisable. You may even get some error with that. Stop CIF before optimizer run (especially in night jobs) would be a good and suggested option. Please refer to note 1228423 for more detailed information.

Hi Ramana,
I would agree with Ada on this, stopping CIF queues during any planning engine run (Optimizer / CTM / Heuristics) is best practice to avoid system inconsistencies.
