Database error 30081 at CON

Hi guru's

I am new to SAP Basis and Solman as well while executing SM21 tcode i got this error "Database error 30081 at CON"

In SM21 trace file they mentioned are error in 192.0.0.2 protocol specific error and communication function detect this error SelectForConnectTimeout

My question is how to resolve this issue

In the above SAP note they have mentioned it may trying to access secondary database....

How to check that which secondary database it is trying to access and fails

Please let us know what is the os and the db.

OS is Linux SLES 6.2 and DB is DB2 itself
