CTS+ on PI 7.31 with RC=12

Hello Experts,

I have setup CTS+ on our PI 7.31 SP07 (Dual Stack) system following the steps shared by Mr. Yogesh Patel (http://scn.sap.com/docs/DOC-30177).  Our DEV system (P1D) is the transport domain.  P1Q is our QA system (clustered).  PRD is yet to be installed.  The only deviations I made are with the service user IDs I used (due to naming convention we use) and I did not include SLD yet (DEPLOY_SLD_URL).  Everything looked fine until we tried to do a test transport wherein it fails and gives RC=12.

I tried to search for SAP notes from SMP and the internet thinking that someone has already encountered this error and was able to identify the cause of the error and fixed it.  Unfortunately, the only similar issues I found were on SolMan and EP. 

Any information which may help fix this issue would be much appreciated.
